Kharel began his career at Radio Nepal before transitioning into filmmaking, where he became known for directing genre‑defining works, including Nepal’s first major comedy‑satire, historical drama, historical biopic, and mythological film . He also served as the founding chairperson of the Film Development Board (2000–2002), shaping national film policy and institutional growth .
